In a manner similar to the 1st of these brigades, the 2nd SS Infantry Brigade (motorized) formed in May 15, 1941 with the 4th and 14th Infantry Regiments (also former Tötenkopf-Standarte) and began its operational service in September in the rear area of Army Group North, under which command it would spend its entire existence. It gradually began to incorporate foreign legions of the SS under its operational control, such that it became regarded as a multinational unit, especially on the siege lines of the Leningrad front. After the western legions departed for refit, it began operating with Latvian volunteer formations and eventually was redesignated the Latvian Volunteer Infantry Brigade on May 18, 1943 and later the 19th SS Infantry Division (Latvian #2) on September 22, 1943.
